AFIK, the server side implementation of Power BI does not allow users to create reports directly from DataFlows. Please upgrade the online version of Power BI so users can create reports that directly tie into DataFlows.
Ideally once the DataFlow to Report connection is made, the online report would automatically update any time the DataFlow refreshes.
