There should be a way to see all available Power BI Apps within an organisation without granting access.
If you navigate on the Power BI Service to Apps an click on "Get Apps" you only see the Apps which you have access to (entire organisation or you specifically). The "shop character" here should allow you to see what is available within your organisation and let you request the access to a Power BI Apps you are interested in.
