    Option to display message when visualization has been filtered to empty

    For any given visualization where data has been filtered out (either by slicer or filter), there should be an option to display a text that hints at why it is empty.

    Our users are coming from Spotfire, where this is a possible/expected behaviour, so that it gives user guidance where data is not visible DUE to filtering (and not necessary due to issues with the Power BI Data and Reporting)
