    Allow Power BI Administrators access to all content, even content within users' Personal Workspaces

    The Power BI Administrator really should be able to access any and all content within their tenant, even content within a personal workspace. Ideally this should be allowed using the Service itself.
    Maybe add an impersonate function in Power BI Service for Administrators? But allow them to be able to download or move content off the personal workspace as well, so when users leave we don't lose their work.
