Should have options of what to do with comments when a report is deleted or comments would be otherwise lost.

When reports are deleted the comment history appears to be deleted along with them. I think there should be a better solution for these. We need to either have a way to restore them or they should get moved into their own tab in the workspace or we should have the option to link them to a different report or something. The repercussions of changing a report through administration and unintentionally losing a dialog of user conversation is very disheartening to users.
