When provisioning embedded capacity through Azure Resource Manager, return the Capacity ID.
This will allow immediate use of the Capacity ID for subsequent Power BI API calls needed for configuration.
Currently, we are forced to perform a look inside Power BI API which is slow.
It would be optimal and logical for the provisioning request to return the ID of what it has provisioned.
