Power BI should have a Lite License for people that only consume dashboards or reports every now and then. This is for people that don't create reports but need to see the dashboards and may need to use the "report level" to be able to export output to PowerPoint (since you can't export the dashboard to PowerPoint but can only do it at Report level).

With the introduction of Power BI Premium earlier this year, there are now two licensing options for Power BI: Power BI Pro and Power BI Premium. This provides the flexibility to select the model that best meets the needs of individual users and entire organizations – whether that’s equipping users with access to self-service BI, broadening the reach of BI content for users occasionally viewing dashboards and reports, or elevating storage sizes, increasing refresh rates and introducing other performance capabilities based on workload requirements. The right choice, Pro or Premium, depends on your particular situation. We've been listening to your questions on UserVoice, the community, and other forums about what option to choose, and have developed a FAQ on our blog that answers the most common questions. Check it out at https://powerbi.microsoft.com/en-us/blog/power-bi-pro-power-bi-premium-flexibility-to-choose-the-licensing-best-for-you-and-your-organization/.

RE: Power BI Lite License
Completely agree! I have most likely wasted all the time I spent on this tool now that a Pro license is required for anyone to see the reports! Fine to require Pro to build reports, but we need a way to share them without a huge expense.

Going back to Tableau

Disappointed by the recent change. Looking for new options for sharing data with non users.

In the power bi embedded webinar yesterday there was information from Microsoft / Aviv Ezrachi about 3 lower tier pricing levels coming (no specific details yet though)... let's hope the lower limit will be democratic enough. So keep voting folks - seems like Microsoft is listening to this. RE: Power BI Lite License
remember to negotiate the price. you can get a rebate of 20 or 30% if you negotiate for a minimum number of users (we got a special price because we guarantee 50 users)
but I agree, we should have different pricing. maybe more based on the usage rather than the number of users.
if we have users accessing dashboards 1 time a week, its different from a person accessing it every day. paying the same price for both of them is hard to justify.

My BI projects in my company is warning, maybe I will not have budget for continuing it.
RE: Power BI Lite License
Most of my clients are the first time users of power BI; pricing is the main issues to convince them. It would be great if we have more flexible price for different user's. Please Microsoft consider this & come up with something good price for new users. Thanks!
RE: Power BI Lite License
Most of my clients have 300-500 users and the Power BI Premium cost are not feasible. We need an option where you can have a small group of power users and a larger readonly audience.
