Power BI should have a Lite License for people that only consume dashboards or reports every now and then. This is for people that don't create reports but need to see the dashboards and may need to use the "report level" to be able to export output to PowerPoint (since you can't export the dashboard to PowerPoint but can only do it at Report level).

With the introduction of Power BI Premium earlier this year, there are now two licensing options for Power BI: Power BI Pro and Power BI Premium. This provides the flexibility to select the model that best meets the needs of individual users and entire organizations – whether that’s equipping users with access to self-service BI, broadening the reach of BI content for users occasionally viewing dashboards and reports, or elevating storage sizes, increasing refresh rates and introducing other performance capabilities based on workload requirements. The right choice, Pro or Premium, depends on your particular situation. We've been listening to your questions on UserVoice, the community, and other forums about what option to choose, and have developed a FAQ on our blog that answers the most common questions. Check it out at https://powerbi.microsoft.com/en-us/blog/power-bi-pro-power-bi-premium-flexibility-to-choose-the-licensing-best-for-you-and-your-organization/.

RE: Power BI Lite License
This view only/ consumer only license is a must - please update if this in the near future or not as this will effect the future of Power BI in our organization
RE: Power BI Lite License
To echo something someone else said...my organization has several hundred users. We like Power BI, and we have O365 with Power BI Pro licenses. Nice! However, we want to publish (to the Power BI Service) datasets that are larger than 1 GB.
So, initially, I was excited to hear about Power BI Premium -- which would allow us to have larger datasets! And it adds sharing options we want, too, like for external audiences. But then I was disappointed when I saw the price point! A single "P1 node" would suffice for us. But $5k per month is pretty far out of our budget.
RE: Power BI Lite License
Looks like there is quite a lot of negative feedback here... oh no!
Thing is, they'll be a reason behind why they've done what they've done, maybe there is something new on the horizon which will soon been bought to light who knows.
They wouldn't have done something this impacting especially to a relatively new product with such a large user base.
Keep going guys, sure you'll smash something new out :)
RE: Power BI Lite License
What we are looking for is a reasonably priced power Bi methos that lets small and medium businesses continue to work with this application; sharing reports, publishing or embedding. How can I get 10 different sales reps to look at our data once a week from their homes.
RE: Power BI Lite License
My suggestions would be for this Lite Licence / Pure Viewer licence, no mobile, no pin your own dashboards, no Q&A
RE: Power BI Lite License
If the organization has a 365 e2 or e3 license, PowerBI should be a LITE feature, so that people can VIEW the dashboards.
They are already paying for Office.
Only the builders should buy a Pro version.
RE: Power BI Lite License
this change with no warning, the neww pricing structure will mean we will definitely revisit the market and look for other products.
RE: Power BI Lite License
We were looking to employ Power BI dashboarding in a non-profit agency - the new pricing structure will seriously impact our ability to publish to the original scope of users.
RE: Power BI Lite License
Like most people are saying: NOT having a 'Lite' License will wipe out hours of work we have done. We will probably just drop Power BI and look somewhere else for a solution.
RE: Power BI Lite License
Agree with all of the other comments. This is a very frustrating situation for us, and making for an incredibly poor user experience.
What a poor reflection on all of Microsoft.
