Guidance received received from MS Engineering and Product Group is that distinct templates can only be achieved via extension. This is a relatively small piece of dev work, but I agree, the UI suggests it should be possible via user upload.

It would indeed be really useful if Power BI could support data sources from different Gateways in a single report or dataset. This limitation of needing all data sources to be available through a single Gateway can create significant challenges, especially in organizations with diverse data environments and multiple teams managing access. Allowing connections through multiple Gateways would streamline data governance, reduce redundancy, and simplify management. This enhancement could greatly improve efficiency and collaboration across teams, making data integration more seamless and less cumbersome.
