This licencing totally blocks Power BI from the SMB market. They will never pay the premium cost. And to make them use Power BI they need Power BI SSRS for their old reports and building new in Power BI. It would be so great and we would be able to convince so many of our customers to move to Power BI. Now we are stuck.
