In Power BI Desktop it should be posible, before publishing the file to the service, to mark some pages as "do not publish" or hide them for publishing. This way we can have some safe hidden place to draft new ideas or a repository of charts to copy to the pages that will actually be published.
The place to put this functionality could be the contextual menu that appears when right clicking the page name (now it shows "Duplicate Page" and "Rename Page". New option could be "Do not Publish")

I agree, an option on each page would allow editors to check or uncheck if the page is to be published along the others or not.
Another option would be to mark a page to be visible once published. This option could also be date controlled, if there's a page to be shown specifically between two dates for example.

This would be a great addition for validating row level security or other checks. So, on the additional pages, I would put visualizations to test if row level security is still working as expected, and perhaps demos of specific formulas. Whenever the file is updated, these pages could be reviewed to ensure that the file is still working

I do this as well, a simple but handy tool. I also use blank sheets as section separators, (especially my new drill through pages). It would be great to also be able to colour code sheets (like excel) and use separators between sections

Excel's hide sheet option would be nice for pages in PBID.

This would be good to hide images used only in dashboards.

Currently, I do what Dan Day does; I test visuals and layouts, sometimes having to duplicate to iterate, until everything looks nice. Then I duplicate the file, delete the bad sheets, and then publish.

This would be a great addition. I often have a few sheets that i use for testing visuals and layouts etc and have tables to test my measures are working correctly.
At the moment when it comes to publishing i save a copy, open it, delete my test sheets and publish that copy, and then have to do this again if i want to implement any of the test or updates i've worked on.
