Ability to define rules at column level, to control the data fields available to different roles (e.g. employee salary visible to the users in finance roles only, while other employee details visible to other department roles).

Why do Power BI Team do the Half Bake solution I Don't understand, This is a one of such example the Power BI Team would have implemented this along with Rows Level Security.. Damm why Power BI Team Why.. ?

As others have said; this is a really desperately needed feature to help with data protection risk management.
We are faced with running independent workspaces; which is inefficient and makes keeping on top of both version control and membership management incredibly difficult.

This will be an issue with CCPA and other state regulations as well. It really is basic security.
